Crop your icon to 100x100
Duplicate the layer twice. Set both layers to screen (100% and 35%), then sharpen the first layer.
Create a saturation layer (Layer>New Adjustment Layer>Hue/Saturation/Lightness) and set the saturation to +22 
Add a selective color layer (Layer>New Adjustment Layer>Selective Color)
Reds : -100 0 +100 0
Yellows : -100 0 +100 0
Add a levels layer (Layer>New Adjustment Layer>Levels)
RGB : 19 1.18 255
Add another selective color layer
Reds : -10 0 +1 0
Yellows : +100 -12 -56 0
Neutrals : +40 -13 -19 0
Add a New Color Layer #FFBD54 and set it to soft light (opacity 24%)
Add another Color Layer #DDF1FF and set it to color burn (opacity 100%)
And you're done !
